Does VB work ok with 25mm?

I thought it was more a 15mm ,6mm set of rules

It doesn't matter what scale the figures are, it's the base size that matters. We use 15 and 20/25mm on full scale bases, and 6mm on half scale bases.
If you wanted to use 28mm figures (and there are some b***y amazing figures coming out) then there's no reason why you couldn't do that, you'd just be using full size bases (3"x3" for infantry brigades). The game in this report uses 25mm figures on full scale bases.

We were going to organise a 15mm ACW game for you, sorry we haven't done that... I'll e-mail you in advance next time we have a game planned (this one was a bit spontaneous, when Adrian arrived with a bottle of Teachers' Whiskey!! Hell of a job, but someone had to do it).
